The poor fisherman Nam Chul-woo leads a simple life with his wife and daughter, but is happy on the north side of a river between North and South Korea. When his outboard motor fails one day, he drifts into the South. There he has to undergo a brutal interrogation - he is suspected of being a spy and agent provokateur. He is set free after a few days and goes back to to North. However, he does not get back his old life. Kim Ki-Duk`s latest film is permeated by hope but also by a deep scepticism concerning the speedy settlement of the conflict. The film shocks us less because of its brutality than through its openness and honesty towards the simple people in North Korea.
