Eberswalde/Brandenburg 1969: two nine-year-old boys are killed. Inspector Gödicke (Ronald Zehrfeld) and Major Witt (Florian Panzner) from the Ministry for State Security try to resolve the brutal murders. It is assumed that the deed has been committed by a mentally sick person, but something like this cannot happen in the GDR. Without further ado, Witt closes the file but Gödecke sticks to his guns. When the state prosecutor, Dr Liebers (Godehard Giese), draws his attention to parallels in a West German case, he tries to take the investigation into a new direction.
